monster counter doesn't account for resurrections. you can have 32/31 monsters, for example.

I believe this is because the total number accounts for how many of the original monsters you need to kill to get 100% kills on the map. Increasing the number could be confusing for those attempting to get an accurate reading on how close to 100% they are. I also don't believe lost souls are counted (someone would have to clarify this to be true though).

Lost souls aren't counted because they can be generated by pain elementals. Although it's possible to increase the total monster count as they are resurrected or as they're spawn from cubes or pain elementals, I'm not sure if this is an area we want to deviate from vanilla Doom.
